ASSESSING THE IMPACT OF CPEC ON HUMAN CAPITAL DEVELOPMENT IN BALOCHISTAN: A QUALITATIVE CASE STUDY OF GWADAR

Abstract

This thesis examines the impact of the China-Pakistan Economic Corridor (CPEC) on Human Capital Development (HCD) in Gwadar, a topic of ongoing debate and dynamic evolution. Adopting a qualitative research framework, this study employs methods such as meta-analysis, thematic analysis, and trend analysis to delve into the complexities of CPEC's influence in the region. The research aims to provide a comprehensive evaluation of CPEC's contributions to key aspects of human capital, including educational advancement, skill development, job creation, healthcare accessibility, and overall well-being. The findings reveal that CPEC has generally fostered positive developments in HCD in Gwadar, despite also exacerbating social disparities through uneven benefit distribution and gentrification. Furthermore, other districts in Balochistan have garnered indirect advantages, such as enhanced mobility and increased access to electricity, stemming from infrastructure improvements. The thesis concludes with a critical discussion of the prevailing challenges linked to CPEC and offers policy recommendations to promote more equitable economic growth. These suggestions include better alignment of government initiatives with CPEC projects, expansion of educational and skill development facilities in other districts, enhancement of healthcare services, and a focus on mitigating social issues like displacement and fostering social integration.
